آن‌گاه که کشورداری نرم و آسان‌گیر باشد،
مردمان به سادگیِ سرشتِ خویش باز می‌گردند؛
و آن‌گاه که کشورداری سخت و ریزبین باشد،
مردمان پریشان و بدکُنش می‌شوند.

بدی، خوبی را می‌پرورد؛
و خوبی، از بدی می‌بالد.
پایانِ کار را چه کسی می‌داند؟
هیچ سنجه پایداری در کار نیست؛
سردرگمیِ مردمان، دیرینه است.

از این‌رو فرزانه:
بر سرشتِ بنیادین می‌ماند، اما گمراهان را نمی‌آزارد؛
ژرفا را می‌پاید، اما گم‌گشتگان را رها نمی‌کند؛
راستین است، اما فروتن؛
می‌درخشد، اما چشم را نمی‌زند.

The Fifty-Eighth Notebook

When governance is gentle and lenient,
the people return to the simplicity of their nature;
when governance is harsh and intrusive,
the people become troubled and unruly.

Evil gives rise to good;
and good grows from evil.
Who can know where it will end?
There is no enduring measure;
the confusion of the people is ancient.

Therefore, the sage
abides in Fundamental Nature, yet does not harm the misguided;
keeps watch over the depths, yet does not abandon the lost;
is true, yet humble;
shines, yet does not dazzle the eyes.
