چون مردمان از مرگ بیم نداشته باشند،
هیچ‌کس را با جان‌ستاندن نتوان گوشمال داد.

اگر مردمان از مرگ بهراسند،
گوشمالِ با جان‌ستاندن کارساز شود.
و کس را یارای بزه‌ کردن نماند،

مردمان به‌ناچار چشنده‌ی مرگ‌اند،
پس کسی مرگ را بر آنان نچشاند.

اگر حاکم مرگ را به مردمان بچشاند،
بسا که راهِ نادرست بپیماید؛
زیرا چشاندنِ مرگ، به آیینِ خویش روان است،
و به دست‌کاریِ حاکمِ فرزانه نیاز ندارد.

Notebook Seventy-Four

If the people do not fear death,
no one can be disciplined by taking life.

If the people fear death,
then punishment by death proves effective,
and none will dare to commit wrongdoing.

Since people are, by necessity, bound to taste death,
no one should presume to administer death to them.

If a ruler imposes death upon the people,
he is likely to stray from the proper way;
for the giving of death proceeds according to its own order,
and has no need of the interference of a sage ruler.
