اگر مردمان بی‌نوایند،
از آن‌روست که دولت‌ها فراوان خراج می‌ستانند؛
پس تهی‌دست‌اند.

اگر مردمان دشوار اداره می‌شوند،
از آن‌روست که دولت‌ها فراوان دست‌اندازی می‌کنند؛
پس فرمان‌بردار نیستند.

اگر مردمان مرگ را سبک می‌شمارند،
از آن‌روست که دولت‌ها فراوان فربه شده‌اند؛
پس به زیستن دل‌شاد نیستند.

فرمانروایی که به زیستن آزمند نیست،
به زندگیِ دیگران ارج می‌گذارد.

The Seventy-Fifth Notebook

If the people are poor,
it is because the governments collect excessive tribute;
therefore, they are impoverished.

If the people are difficult to govern,
it is because the governments interfere too much;
therefore, they are not obedient.

If the people regard death lightly,
it is because the governments have grown excessively bloated;
therefore, they do not rejoice in living.

A ruler who is not greedy for his own life
values the lives of others.
