و او را خوار می‌شمارند.
رهبری که از راستی تهی باشد، باوری برجای نگذارد.

When the leader refrains from interference
and speaks with measured words,
the people become self-trusting.

The highest leader is one who does not intrude,
and the people are scarcely aware of his presence.

next comes the leader
whom the people know of,
and whom they praise.

next comes the leader

and of whom they are afraid.

next comes the leader
whom the people know of,
and whom they hold in contempt.

A leader who lacks truthfulness
leaves no faith behind.
